Job Description Summary:

As the Head of Developer Frameworks and Services, your team will provide critical frameworks relied upon by developers at Paypal. These include Java, Node, GraphQL and other applications to load environmental configurations, handle incoming requests, schedule asynchronous tasks, interact with datastores, and more. You will work in partnership with other Technology leaders to ensure our teammates are well supported and unobstructed in pursuit of their goals. You will be the leading voice of your domain and resourceful to stakeholders throughout the organization.


As a key leader on the Developer Productivity Engineering team you will have strategic and direct impact on delighting PayPal developers, enhancing productivity and making PayPal a destination for the most talented software developers. 


In your day to day role you will: 

• Lead the vision and strategy for the Developer Frameworks and Services Domain providing executive sponsorship and Product Ownership

• Manage a high performing team of Engineers in the Frameworks arm of the Developer Productivity Engineering organization

• Build, grow, and retain an excellent engineering team to innovate, invent, and deploy best-in-class software and frameworks. Develop and grow this talent through effective mentoring and coaching.

• Assure the availability, scalability, and performance of frameworks and software your team delivers

• Provide technical leadership: articulate high-level technical strategy, encourage technical discussions, establish unified principles for software development, and facilitate code reviews to drive the shipping of quality code into production and other development efforts

• Partner closely with Product and Architect counterparts to align on vision, ensure teams are appropriately skilled and mapped to achieve that vision, and then deliver on that vision

• Define goals, OKRs, KPIs, SLAs and drive continuous improvements in velocity, quality and issue management

• Participate in driving Developer Productivity strategies and standards that support enterprise Developer ProductivityJob Description:

You are a respected senior leader with experience in dynamic and fast-changing markets. You have in-depth experience in and thrive on collaborating across functions and are capable of building a compelling vision other are motivated to follow and execute on. You are willing to challenge the status quo, find inefficiencies in systems and fix them, but also have the ability to balance your point of view with different perspectives to push for the best company outcome.

The ideal candidate must have both a strong technical background and strong leadership skills.

Experience Requirements:

  • 5+ years of Agile, scrum, SAFE delivery experience
  • 5+ years building and managing large teams of top-tier engineers in a technology company
  • 5+ years hands on software development in one or more programming language
  • 7+ years building developer frameworks, with a preference for Java
  • Advanced knowledge of Java and Node Frameworks
  • Hands on experience across all layers of the applications stack, with knowledge of at least one programming language at each architecture layer (front end, middleware, data engineering, Devops)
  • Experience with Swagger is a plus
  • Fluency with cloud native services in one or more of the three major clouds (AWS, GCP, Azure)
  • Demonstrated ability to manage global teams and build and maintain strong business relationships with internal and external stakeholders
  • Strong industry perspective that can help shape and evolve the internal PayPal developer experience to be a destination for talented developers
  • Strong understanding of native mobile developer platforms and bring broad thought leadership to the mobile developer experience
  • Strong experience in DevOps practices and tools
  • Expert level knowledge and experience with distributed architectures, service-oriented architectures and/or micro-services 
  • Demonstrated experience in strategic planning, translation into operating plans and budgets, making buy/build decisions based on requirements, importance to the business, risk and cost.
  • Competency Requirements:
  • Outstanding though leadership, architectural and implementation skills – a thinker and a doer- can look at developer experience comprehensively and strategically and ready to translate business strategy into technical vision and strategy
  • Demonstrated ability to lead with innovative ideas rather than follow the competition and traditional approaches; an "out-of-the-box" thinker will determine what PayPal needs to build today to get ahead of future dev trends. 
  • Ability to develop and manage high-quality teams and develop engineering talent from both internal and external sources. 
  • A self-motivated and self-directed people leader with demonstrated ability to attract, develop, retain and motivate top-tier talent and build an organization that is primed to get ahead of developers needs for enabling innovative, quality software. 
  • Strong orientation toward making decisions that will benefit the organization as a whole rather than optimizing resources or benefits solely for one's team.
